That does sound like transition into a LD. It's possible to have dreams as soon as you go to bed, but those happen only when certain conditions are met. For example you are sleep deprived, or to the contrary, you woke up from a sleep just a few hours ago, and this would be considered a nap.
Even if you get the sensations of falling asleep and entering LD, if dream is not ready for you, since you are not in REM, you will be left only with the sensations. Which is not such a bad thing, since many people love them as much as they do lucid dreams.
