It is basically when you are just doing something, hear something, see something etc that you could of sworn has happened before but it actually hasn't. This is usually accompanied by a feeling of familiarity, strangeness or eeriness. Déjà vu actually means 'seen again' in French. Nobody is completely sure why it happens but there are a few theories about it.
One theory of déja vu is that the current experience travels to the memory lobe of the brain, before being received by the sensory lobe. In other words, memorized before sensing.
Another is that one eye may see things a bit faster than the other and the information goes to the brain from the other eye milliseconds afterwards, making it feel as if it is a memory, however, this only seems to be able to explain déjà vu if it was something visual instead of the other senses.
Another is that the events would be stored into long term memory before the conscious part of the brain even receives the information and processes it.
There are more theories but these are some of the examples that appear to be most popular.
