You need a separate program. Try googling "Vista skin"

what's with the DLL files (hence 32bit restriction)?
it's a skin....

I guess some stupid people don't dare install programs, because everytime they run an .exe, Vista tells them the program potentially could be malicious. Getting people to install stuff manually is easier

does vista not have a built-in skinning system?
seems a fairly obvious thing for a desktop OS
