Hi DreamerDavious! If I understood your question correctly, to be born again simply means to be a christian.
John 3:1 Now there was a man of the Pharisees named Nicodemus, a member of the Jewish ruling council. 2He came to Jesus at night and said, "Rabbi, we know you are a teacher who has come from God. For no one could perform the miraculous signs you are doing if God were not with him." 3In reply Jesus declared, "I tell you the truth, no one can see the kingdom of God unless he is born again." 4"How can a man be born when he is old?" Nicodemus asked. "Surely he cannot enter a second time into his mother's womb to be born!" 5 Jesus answered, "I tell you the truth, no one can enter the kingdom of God unless he is born of water and the Spirit. 6 Flesh gives birth to flesh, but the Spirit gives birth to spirit. 7You should not be surprised at my saying, 'You must be born again.' 8The wind blows wherever it pleases. You hear its sound, but you cannot tell where it comes from or where it is going. So it is with everyone born of the Spirit."
We are all dead in our sins, but with a personal relationship with Christ, we will be forgiven.
Ephesians 2:1 As for you, you were dead in your transgressions and sins
John 8:23 But he [Jesus] continued, "You are from below; I am from above. You are of this world; I am not of this world. 24 I told you that you would die in your sins; if you do not believe that I am the one I claim to be, you will indeed die in your sins."
A person who is born again becomes a new creation.
2 Cor 5:17 Therefore, if anyone is in Christ, he is a new creation; the old has gone, the new has come!
That person also becomes a child of God.
John 1:12 Yet to all who received him, to those who believed in his name, he gave the right to become children of God— 13 children born not of natural descent, nor of human decision or a husband's will, but born of God.
A person could belong to any denomination or religion, but never be saved!
