I reckon we can solve this with some sort of giant machine...preferably running on oil...and maybe aerosol cans can come into it somewhere...hmm...

and an enormous 1000 watt lightbulb?

Why not just get the neighborhood handyman to fix the ozone? The ladder would be much cheaper that way.
