Being 100% conscious, like you are when awake, can take a long, long time to master and may never fully happen. I'm not going to lie and say otherwise. Awareness in a dream tends to shy away from being turned completely on, so when starting out you may be at around a 60%, and make your way up to about 80%. My highest-level lucid was about a 95%.
These are just rough numbers based on my own personal experiences so take them with a grain of salt, but to me it seems like those numbers are true for many people.
Regarding dream control, lucidity doesn't automatically mean you'll be able to control your dreams, so only judge how lucid you were based on how mentally present you were. I've had some lucids where I was pretty aware but couldn't seem to control anything. If you're not as aware, you may act apathetically or carelessly, not fully realizing the fact that you're dreaming, but you still might exert control over things. If you're lucid you'll be able to think more clearly about what you want to control, but you could be creating tidal waves or doing other dream control stuff in a total non-lucid. Lucidity =/= control.
