When you become relaxed enough (both mentally and physically), you'll find that your eyes won't move as much, although you may not notice it. But you can start off with eye movements. I've personally entered SP a few times even though I was moving my eyes around, but it was more because they were following my thoughts that were being projected visually behind my eyelids. It was almost involuntary. The movements ended when I relaxed further, bordering the transition into SP.
So it's not necessary to keep them still, especially if you're going to put a lot of mental energy into it - after all, stress kills WILD attempts!
If you can't seem to stop moving your eyes and feel like you could get further without movement, you can always turn the lights off or dim them for half an hour before bed. It can help relax the muscles in your eyes.
