I think this started off as a bit of a scam, someone was selling the book for $19.97, and whoever bought it got "master resale rights" to it, and could distribute it as they see fit for whatever price (to recoup their losses for spending $19.97 on free information, I guess). Fortunately, some kind soul has decided to "resell" it for $0.00.

You don't mention the original source, which is immediately recognisable if you've seen it. Its a WikiBook! The original is also available as a PDF, though I expect the scam ripoff made some effort to make it look better. If you use the WikiBook instead you'll also benefit from any updates since this copy was made, you can register to edit it yourself, and you'll have a Warm Fuzzy Feeling(TM) from avoiding scambags :-).
Quality is par for the course for Free[ly modifiable] Stuff that hasn't seen amazingly inspired leadership. It's not up to sellable book level (IMO), but enough people have been interested in it to make it functional, and it does contain Cool Stuff.
P.S. If anyone is interested in editting it - it hasn't been updated recently - the first thing to do would be to rewrite the "dangers of lucid dreaming" section, which has much too negative a tone. It seems it was easier to gather up warnings that you'll become addicted and astral spirits will suck your brains out (and say "not everyone believes this but we have to warn you"). It's not even balanced; it doesn't list potential benefits in the same detail or include the counter-arguments, and this is supposed to be a book for lucid dreaming, not against it.
P.P.S. OK, the WikiBook PDF really does suck.
