You don't need to blink in a lucid dream, but it would be hard not to, given it's a reflex. Not blinking in the presence of light and sound in a lucid dream would be like not shivering in the presence of cold or gagging in the presence of vomit.

Blinking and breathing aren't required in a lucid dream. Some people even use that as a reality check—if they don't feel an urge to do those things, they know they're dreaming. I've considered investigating the idea in my own dreams some time but haven't managed to remember.
