It's the first time any of the five countries with coasts in the arctic ocean have done so. The countries being Canada, Norway, Russia, Denmark (through Greenland), and the US (Alaska).

If it was all water there would be a lot of shipping going through there, so if it all melts and they claim it, it is actually to their advantage. They probably saw it was melting and figured they better grab it while they can.

All the northern countries have been fighting over the high arctic for years now. Mostly due to oil and natural gas reserves.
