What does it improve upon from the original?
Tons of stuff.
1.) Better story
2.) Gun mechanics and aiming is better
3.) Variations in missions (not just go here and kill this person)
4.) Tons of new activities... Septic Avenger, FUZZ, Trail Blazing, just to name a few.
5.) Hitman/Chop Shop activities are easier and not as frustrating or luck-based
6.) You can kill a hitman target with any weapon now, before you had to kill them with a certain weapon.
7.) While it's still the same map, everything has changed and been upgraded, buildings, streets.
8.) Incredibly customizable cars.
9.) More customizable options for your character (Voices, at least 10 sliders for every facial aspect).
10.) Upgradable cribs
11.) "Style Points" which earn you more respect for doing activities based on your crib status, and style of clothing.
12.) "Diversions", you can be a taxi driver, an EMT for an ambulance, a cop, a tow-truck man.
13.) Several different side activities (besides the main activities) such as Blackjack, Car-surfing, Drive-by, Streaking, Mugging
14.) Longer story-mode
15.) Improved online
16.) Improved ranking system
17.) Barely any lag on servers
18.) Everything in single player can be played in online-co-op (including all missions and activities)
19.) More radio station choices (Funk, Rap, Classic, Hardcore Punk, Reggae)

That was 34 that I could immediatley think of. Not counting subtle differences such as character emotions, voice-acting, and pop-in-pop-out fixes.
Whats saints row like... from what you just said seems like GTA?
Sweet, I wasn't even aware it was coming out this month...I'll have to pick up a copy.
As for the GTA comparison, the Saint's Row franchise is basically the GTA series with a sense of humor, especially compared to GTA IV. I actually enjoyed the original Saint's Row more than GTA IV (although GTA IV wins hands down in the graphics department).
Yeah, I played the first Saint's Row for the first time last Saturday at a friends house, it's just like GTA:SA, except you can get a shit load of gang members to go with you, you have basically same types of weapons, you have way more clothing items to choose from and more clothing options, there's way more items you can put on your vehicle too. I liked Saints Row better than GTA:SA from what I played. I'd only compare Saint's Row to GTA:SA since that's the only GTA you can have gang members be with you on. If Saint's Row 2 is better than the first Saint's Row and added more on to it, and didn't take anything off really, it will be better than GTA: IV by a long shot.
I went today and saw it, thought about buying it, but never did. I bought Silent Hill 5: Homecoming, it's pretty cool, but hard for me so far. :s
Those fucking monsters with like battle axe heads that swing are kicking my ass in the police station. I like survival horror games a lot though, and I'm tired of GTA type games for right now. :] I probably will buy SR2 soon though.
Silent Hill is good but short. I beat it twice within a few days.
Saint's Row 2 is NOT GTA IV. Although they are both gun-based gang sandbox games, Saint's Row 1/2 focus more on activities, off-the-wall humour, and a generally more gang-based storyline.
GTA IV is like the cop drama.
Saint's Row is the gangster story.
Saint's Row 1 was prominently "Gangsta", which pushed alot of people away. It tried to implement alot of black culture into the game, but it came off more "white trying to be black".
Luckily the 2nd entry into the franchise pulls away most of it's blatant "blackness" and substitutes it to a more general culture.
And as for the "better than GTA IV" snip, it's true. GTA IV was kind of old after a while. Doesn't have much variation to extend replayability.
I bought Saint's Row 2 today, that game is tight! I like killing the other gang members, they're all pussies. LOL@PIMPS. They look funny. I have a rocker for a thug. I have a white guy rocking out for Saint's Row with a large mohawk. This game is way better than GTA:IV.
EDIT: Is there an easier way to get to places on here? Like using a taxi. Driving forever sucks.
This game looks good but the graphics look meh. I don't think it's fair to compare this to GTA: IV although GTA: IV was crap.

I enjoy many elements of Saints Row 1 better than GTA 4 (exccept for the driving, shooting, Presentation, dialog, and effects which GTA4 nailed I think)

There is a can service. ;) There's a certain activity somewhere you have to complete to get it though, I forgot what it was. At least there's supposed to be a service. I just fly around in the Tornado now and jump out of it when I get to where I'm at. I landed a perfect base jump so I don't take damage falling anymore, hehe. I've just been driving around looking for stuff and going on rampages, that's about it.
I think that Saint's Row 2 wins because of the mini-game "Zombie Uprising".
Other than that, it is a lot of fun and the controls aren't all effed up like in GTA IV. One thing that I don't like is that unlike the first Saint's Row, in Saint's Row 2 they don't have the same fake parody songs or conservative radio hosts. Instead they did a stupid product placement deal with some record labels.
