Hehe, I love the "formula." Just out of curiousity, I had to see where it breaks, though. It basically would mean that no one could ever date until they reach 14. A 13-year-old is too young for even another 13-year-old!
I propose a new formula: 3/5 your age + 3 years to find the youngest you should be dating. This only breaks down at 6 years, which is probably a good thing. 
Our two theories meet at the 40/27 point.
(all of the above is silliness, of course)
