This is a really interesting dream! Here are my thoughts to get the ball rolling. Remember that, at the end of the day, only YOU will know what this dream means and how it applied to your life at the time -- if it actually did mean anything. I'm not a fan of dream symbol dictionaries, either, so take these just as food for your own thought process and interpretation.
The "story" of the dream is that you are in a no-man's land and make a decision how to get some place via the more difficult route. You cross the threshold and encounter something unexpected and confusing. You were unprepared for what you met on the other side. Here are the elements of the dream to explain this:
The winter scene: Unless you really love winter, generally this is a time of inactivity, rigidity, and death. Something to ask yourself is if you were in a period of stagnation, a rut of some kind when you had the dream?
Stairs: They're a means of transportation from down here to up there, and vice versa. The destination could be a frame of mind, a goal, or a phase of your life. So you have two means of getting to this place and you choose the "scary" way. Why? Is it faster, more interesting, exciting, or even forbidden?
The Door: The boundary between your winter to your other destination. You choose to open the door and step through.
The place of the white light: Your destination. My guess is that this represents a higher state of consciousness, your Higher Mind, Self, etc. What did this mean to you? (BTW, I've encountered the white light once in a dream and it wasn't the warm, loving experience that some people claim it to be.)
The Mystery Men: How did you feel about them -- friends or foes? Were they concerned that the drugs weren't working because it was bad for YOU or for THEM? Were you treading where you shouldn't be....or where some part of you thought you shouldn't be going? Drugs are interesting because they too are a means to an end. They can transform your body by making it healthier (or unwell) and your mind by expanding, stimulating, calming, or dulling it. It's possible that the suits showed up to protect you and anchor you in some way since you seemed disoriented (blinded) when you got through the door.
