Question... Sometimes I can't speak

I am about to hit lucid dream #40 and this is a problem that I thought I would overcome but it is still haunting me. Since my very first lucid dream when I try to talk the words come out but it's a huge struggle. It's as if I had eatin an entire tube of Ora-gel. I have spoken clearly many times in lucid dreams but about 70 percent of the time I have a hard time getting the words out. This is a huge problem seeing one of my main goals is to speek to dream charicters and find out what they represent. This problem occurs whenever it wants, last night I couldn't say anything not even a simple "increase lucidity" command If you have some tips please post them... I just don't know what would help?
