Tons of freelance boards online. That's the best one I've found. They all have help sections where you can read about the rules and how the service works.
But in general, aye, you create an account and fill it up with information that will appeal to employers. Then bid on projects. Just about all such boards have rating systems in place, which means freelancers and employers exchange positive/negative comments (depending on how the project went of course, heh) after each project.
But, aye, it's best to read of it all yourself. Especially since being a freelancer means you do everything for yourself: the searching for work, the convincing of employers to choose you for the work they have to offer and completing the work of course.
