I think a lot of it depends on the fabric of the article of clothing. If it's cotton or wool, then I'm pretty sure your plan to use hot water and a dryer will work. Not sure about other fabrics, through.
As for keeping the color from fading: If all you want to do is shrink it, then you don't really need to use detergent or any chemicals when you wash it. Just toss it in, set it on the smallest wash load and let it go. Whenever I have a new piece of clothing that I'm worried might bleed onto my other laundry, I add some vinegar to the wash load. It's something my aunt taught me, and it works. You might want to use dryer sheets when you dry it, though. The smell of vinegar has never stayed on my clothes, but it's always good to just be safe.
