I have been working on a pixel art web app called https://Aliasing.Pro/ since October and it is finally on version 5 which now has guide tools that snap your drawing if you hold shift. There is a video tutorial found here:

There is going to be a Kickstarter that adds animation tools, a sprite maker and more.
